ASEAN MRA FOR PROFESSIONALS

The Philippines Department of Tourism is pleased to announce the implementation of the ASEAN Mutual Recognition Arrangement for Tourism Professionals (ASEAN MRA-TP) as agreed upon by the ten (10) member countries.
The ASEAN MRA on Tourism Professionals is a significant component in the ASEAN Economic Community Integration, which will enable the mobility of employment for skilled tourism labour within the region or the movement of tourism professionals among member countries. The significant element to this arrangement is the recognition of skills and qualifications of working tourism professionals from different ASEAN countries. Today, ASEAN-certified tourism professionals who pass the common competency standards may find employment in various divisions of labor that are common across various sectors of tourism in member countries. However, before one may be certified, a tourism professional has to accomplish a set of basic and essential requirements before being considered as qualified for a particular job. In effect the program seeks to develop the skills of tourism students or graduates in the Philippines to enable them to find jobs in any ASEAN member state.
To ensure growth sustainability and greater contribution to the ASEAN economy, the ASEAN tourism attractiveness needs to be accompanied by excellent quality of services provided by the tourism industry within the region. Having high-skilled tourism workers to deliver services should become a norm to guarantee satisfaction of tourists visiting the region. One of the ways to achieve this goal is through mutual recognition of qualifications of tourism professionals across member states.
At present, there are six labor divisions where tourism professionals may find employment in member countries, namely 1) Front Office; 2) Housekeeping; 3) Food Production; 4) Food and Beverage Services (for Hotel Services); 5) Travel Agency; and 6) Tour Operations (for Travel Services Division).
Several mechanisms have been put in place to support the skills recognition and certification procedures, to wit:
1) The ASEAN Common Competency Standards for Tourism Professionals (ACCSTP) with the Common ASEAN Tourism Curriculum (CATC);
2) The ASEAN Tourism Professionals Registration System (ATPRS);
3) The ASEAN Tourism Qualifications Equivalency Matrix (ATQEM);
4) The ASEAN Tourism Professional Monitoring Committee (ATPMC);
5) The Tourism Professional Certification Board (TPCB); and
6) The National Tourism Professional Board (NTPB)
The ACCSTP, CATC and ATQEM are set of qualification standards agreed upon by the member countries. ATPRS is a web-based facility which will disseminate details of tourism professionals within ASEAN while ATPMC consists of National Tourism Organizations (NTOs).
The DOT is the National Tourism Organization (NTO) which represents the country in ASEAN while TESDA and TIBIF are the Philippines’ Tourism Professional Certification Board (TPCB) and National Tourism Professional Board (NTPB), respectively.
Both, TESDA and TIBFI, are recognized by the Philippine tourism industry as the tourism skills assessment and certification bodies and both assisted in the development of ACCSTP and CATC, programs that supported the MRA-TP.
