INCENTIVES TO ACCREDITED ENTITIES

BE DOT - ACCREDITED AND AVAIL OF MMDA NUMBER-CODING EXEMPTION

Pleased to advise all concerned that Metropolitan Manila Development Authority (MMDA) issued Memorandum Circular No. 03, Series of 2011 dated January 19, 2011 granting exemption to DOT – accredited tourist transport enterprises from the so-called Unified Vehicular Volume Reduction Program (UVVRP) or number coding scheme, to wit:

Section 5. Exemptions
The following are exempted from the UVVRP in accordance with Regulation No. 96-005, as amended:

c) DOT accredited tourism vehicles expressly marked as such.”

The program was introduced in order to decongest vehicular traffic in main thoroughfares in Metro Manila by prohibiting the operations of motor vehicles during certain days of the week. However, the said circular provides exemption for DOT accredited tourism vehicles. This exemption was made available in order to provide incentives to enterprises that seek official accreditation from the tourism department while at the same time making tourists’ stay in the country more seamlessly accessible and visitor friendly.

However, for regulation purposes, Section 9 of the same circular also states that in order to avail of the UVVRP exemptions, DOT – accredited vehicles are still required to apply for the said exemption including submission of some documentary requirements, such as application letter, official receipt and certificate of registration of the vehicles being applied for exemption, valid identification papers, justification for the application, employment certificate, valid franchise, business permits, accreditation papers and other documents necessary to support the application.

Applicants for exemptions under the said circular shall pay the following filing and processing fees: a) Vehicles owned by private individual owners @ P300 per vehicle; b) Vehicles for business purposes and/or owned by sole proprietorships, partnerships, and corporations @ P500 per vehicle; and c) Truck (for truck ban conduct passes) @ P500 per vehicle.

Exemptions shall be issued semi-annually. Applications approved by MMDA during the first semester of the year shall be valid until June 30 while those approved during the second semester shall be valid up to December 31.

Be DOT accredited and avail of incentives.
