DO YOU HAVE WHAT IT TAKES TO BE A TOURISM ‘SPECIAL ECONOMIC ZONE’ UNDER THE PHILIPPINES FLAGSHIP TEZ PROGRAM?
A Tourism Enterprise Zone (TEZ) under the Philippines Flagship TEZ Program of the Department of Tourism (DOT) and the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) is an area that is capable of being defined into one contiguous territory, has a historical and cultural significance coupled with environmental beauty and an existing or potential integrated leisure facilities at reasonable distance from it. It must also have strategic access through transportation infrastructure and reasonable connection with utilities infrastructure systems.
Background:
The Tourism Infrastructure and Enterprise Zone Authority (TIEZA), through Republic Act No. 9593 (Tourism Act of 2009), is mandated to support the development of Philippine tourism product primarily through the grant of fiscal and non-fiscal incentives to tourism enterprise zones (TEZ). Inspired by the tourism estate models and positive socio-economic impacts in Nusa Dua, Bali and Jeju Island, South Korea, the DOT-TIEZA Flagship TEZ Team (Team) proposed the application of such models in the country. Consequently, the TIEZA Board authorized the identification and designation of six Flagship TEZ sites in 2015. Once approved by the board, TIEZA will commission the master planning of the site, provide infrastructure support as well as fiscal and non-fiscal incentives, including provision for marketing support thru DOT – initiated investment missions here and abroad.
What are the minimum requirements for the identification of a Flagship TEZ??
1. The property must at least be fifty (50) hectares with the owner having a clean title or right to develop the property;
2. Must be accessible through or near a gateway 1.e. airport, seaport, or interprovincial or national road;
3. It has or may have basic utilities such as water, power, and information and communication technology;
4. Strong institutional support by way of comprehensive land use plan to local tourism development plan is desired;
5. The property in itself must offer existing or potential tourism products and resources; and
6. The property owner/s must be willing to enter into a partnership with TIEZA and commit to the implementation of the master plan if the site/s were to be identified or designated as a Flagship TEZ.
What are the benefits enjoyed by a Flagship TEZ?
A Flagship TEZ enjoys assistance from TIEZA in the (1) preparation of viable development packages i.e. TIEZA will commission the preparation of a master plan for the identified area; (2) provision of infrastructure support and incentives from the DOT through promotion and marketing of the area in tourism and investment missions; and (3) support from other government agencies thru the convergence projects.
Who will manage the Flagship TEZ?
The management of the Flagship TEZ will be subject to agreement between TIEZA and the partner entity, be it an LGU, a government agency or private entity. The parties may also opt for the creation of a joint venture corporation to manage the Flagship TEZ.
