Tourism Oriented LGU Guidelines

SEARCH FOR THE MOST TOURISM-ORIENTED LGU

ANNEX 3.B GUIDELINES FOR THE BID BOOK ON TOURISM-ORIENTED LGU
Please provide datasets that would substantiate how responsive and pro-active is the nominated LGU to the overall Tourism Governance.


A. LGU Tourism Plan, Policies and Programs:

1. How is Tourism highlighted in the Core Principles (Vision, Mission and Goal Statements) of the LGU?

2. Briefly describe the LGU Tourism Plans, Programs and Policies (circa 2011 to 2013) and the Budget that were Allocated and/or Obligated to pursue the Programs (circa 2011 to 2013)

3. Please describe how the Tourism Plans, Programs and Policies help ensure the development, expansion conservation and/or safeguarding of the Tourism Resources, within and outside of the LGU area of jurisdiction?

4. What is the nature and extent of participation of the Stakeholders’ in the crafting or developing the LGU Tourism Plans, Programs and Policies (after the enactment of the Tourism Act of 2009 up to the present)?

5. Please describe briefly what are the mechanisms that are in place to ensure the sustainability of the Tourism Plans, Programs and Projects

6. What are the Tourism-related projects, programs and/or activities that were realized through Private-Public Partnerships during the period 2011 to 2013?

7. What are the innovative Plans and Programs developed during the period under review that were institutionalized by the LGU and worthy to be replicated by other LGUs?

8. Please Include in the Annexes in the Bid Book the following documentation (if existing and available):

• Tourism Code
• Tourism Policies and Legislation
• Short Term Plan and Programs with corresponding projects (write description of each program and project)
• Long Term Plan and Programs with corresponding projects (write description of each program and project)
• Local Investment Code
• Other pertinent documents on Innovative LGU Governance and Compliance with the provisions of the Tourism Act of 2009

B. The LGU, Tourism Governance and the Tourism Industry

1. Briefly describe the Implementation process of LGU Tourism-related programs and projects

2. Please substantiate how the implemented LGU Tourism Programs have emphasized and improved or have enriched or up-scale the following dimensions of development:

• Social (Education, Gender Advocacy, Child Protection etc….)
• Economic (Product Development, Tourism Support and Business Services, Micro lending-finance, human resource development etc….)
• Culture and Heritage (Festivals, Conservation and Preservation, etc….)
• Environment (Protection and Preservation, Greening, Waste Management, Use of alternative energy resources, etc….)

3. Please describe in brief the nature, extent and directions of “community acceptance” of the LGU-led Tourism Development Programs (documentations on evidence of community acceptance and/or the local ordinances and support manifesto, if any, should be included in the Annexes)

4. Explain the system of Monitoring, Evaluation and Knowledge Management on the Tourism-related Programs as developed, implemented and enhanced by the LGU.

C. Tourism Outcomes (35%)

1. Please provide concrete and verifiable evidences on the achievement, increase and/or expansion of the following indicators of outcomes of the LGU implemented Tourism Programs during the period covered:

• Tourist Influx
• Infrastructure
• Tourism Investment / Enterprises
• Local Revenues
• Actual or Potential replication by other LGUs

2. If a Community Impact Assessment on the Tourism Program has been conducted, please explain the highlights of its results
