ANNEX 3.A NOMINATION FORM AND GUIDELINES FOR BEST TOURISM-ORIENTED LGU
Rationale:
The PEARL AWARD: ATOP-DOT BEST TOURISM ORIENTED LGU is given to province, city and municipality that shows a sustainable tourism development program as defined in the tourism Act of 2009 which refers to the management of all resources that meets the needs of tourists and host regions while protecting the opportunities for the future, in such a way that economic, social and aesthetic needs can be fulfilled while maintaining cultural integrity, essential ecological processes, biological diversity and life support systems in relation to LGUs-community outcomes promoting social, economic, environmental and cultural well-being of their communities involving individual capacities, resources(financial and physical),acceptance and governance.
QUALIFICATIONS FOR ENTRY:
1. The local government unit must be a provincial, city or municipal unit, as the case may be.
2. The period of coverage for the evaluation shall be CY 2011 to CY 2013.
3. A three (3) to five (5) minute AVP Presentation in CD/VCD of the bid is also required.
4. Entry shall be in writing base on the following format (8.5” x 11” hardbound like thesis book)

II Criteria
Please substantiate how responsive and pro-active is the nominated LGU to the overall Tourism Industry, according to the following prescribed criteria:
A. LGU Tourism Plan, Policies and Programs (35%)
Cite the Plans, Policies, Programs and the Development Principles of the LGU towards enhancing the improving the Local Tourism Industry.
B. The LGU, Tourism Governance and the Tourism Industry (30%)
Describe how the Local Tourism Industry and Tourism Governance enriched the following dimensions of development:
• Social (Education, Gender Advocacy, Child Protection etc….)
• Economic (Product Development, Tourism Support and Business Services, Micro lending-finance, human resource development etc….)
• Culture and Heritage (Festivals, Conservation and Preservation, etc….)
• Environment (Protection and Preservation, Greening, Waste Management, Use of alternative energy resources, etc….)

• Deadline for submission of entries: August 15, 2014
• Judging and Interview of respondents for validation will be announced later.
