MEMORANDUM CIRCULAR

SUBJECT : LIFTING THE MORATORIUM ON THE ACCEPTANCE OF APPLICATIONS/ PETITIONS FOR NEW CERTIFICATES OF
PUBLIC CONVEYANCES - (CPCs)/ FRANCHISE FOR RENT-A-CAR SUB-
CLASSIFICATION UNDER TOURIST
TRANSPORT SERVICE PER MC 2004-001
AS AMENDED MC 2004-026
In view of the increasing demand for additional transport services from foreign and domestic tourists, including expatriate executives, this Board hereby lifts the moratorium on a limited scale, the acceptance of petitions/applications for new CPCs/ franchise under the RENT-A-CAR Transport Service sub-classification, subject to the following conditions:
1. Qualified units must be luxury vehicles and/or limousines such as Mercedes Benz, BMW, Honda Accord, Nissan Cefiro, Toyota Camry, and similar vehicles types with minimum engine displacement of 2000 cc and/or six (G)- cylinders and minimum wheel bass measurement of 2670mm.
2. The expiry period of new CPCs/franchises shall be based on the term or duration of the contract/service agreement between the qualified operators and the hotel management. Upon expiration of contract, the operator shall be given a maximum of ninety (90) days grace period to present a renewed or new contract/service agreement to LTFRB. Otherwise the franchises shall be deemed revoked and/or cancelled.
3. The above provisions shall only apply to new CPCs/franchises granted upon the affectivity of this Memorandum Circular and previously issued franchises shall not be affected.
All previous issuances or parts thereof inconsistent with this Memorandum Circular are hereby superceded, revoked and/or modified accordingly.
This Memorandum Circular shall take effect immediately.
