PRIMER ON IED AND BOMB THREAT

BOMBING

The Philippine National Police recognizes the fear and terror wrought in the hearts of our citizen as a result of the recent spate of bombings in Metro Manila and other parts of the country.

These incidents have left a number of people dead, maimed or seriously injured.

This material designed to provide you with essential information on handling bomb threats and incidents.

WHAT ARE BOMBS?

A bomb is a device capable of producing damage to material and injury or death to people when detonated or ignited. Bombs are classified as follows:

Explosive - a bomb that causes damage by fragmentation, heat and blast.

Incendiary - a bomb that generates fire-producing heat without a substantial explosion when ignited.

TYPES OF BOMB

CONVENTIONAL BOMB - caused damage by fragmentation, heat and blast wave.

HOMEMADE BOMBS OR IMPROVISED EXPLOSIVE DEVICE (IED) - any emplace destructive which is intended to hurt, kill or destroy property.

EXTERNAL APPEARANCE OF A HOMEMADE BOMB OR IMPROVISED EXPLOSIVE DEVICE (IEDs).

Usually Bombs that are used for terrorist's acts are disguise and are contained in the following:

gift wrapped packages, biscuits cans, fruit cocktail baskets, etc..

attache case, brief case, laundry and shopping bags, etc..

books, envelopes, letters, etc..

ladies bags, clutch bags, etc..

garbage can, trash can, etc..

existing objects like fire extinguishers, paint cans, etc..
or you name it.

WHERE ARE BOMBS FOUND:

Simply Bombs can be found anywhere people can place them. Where they can be placed without the bomber being caught.

OUTSIDE AREAS

Mail parcel and letters, under the table, restrooms, receiving rooms, under the stairwells, Trash receptacles, recent repair/patching segments of walls, floors or ceiling, ceiling with removable panels, inside desks and storage containers, flammable storage areas, utility closets, record and storage areas, areas hidden by drapes or curtains, passageways. Stairways and access doors, broiler and refrigeration rooms, air conditioning units and air vents or in plain sight.

WHAT TO DO IN CASE OF BOMB THREATS

The person receiving the call should:

Attempt to keep the caller on the line and record the conversation, noting down or remembering the exact words of the person making threat.

Try to know when the bomb is set to explode, where it is, what it looks like, who placed the bomb and the reason for the bomb.

Note the time and duration of the call.

Note the background noises and voice characteristics, male or female, young, middle-aged or old, tone and accent.

The switchboard operator, should there be one, should be instructed to turn on the tape recorder (if available, to record the caller's voice print.)

Upon receive of the bomb threat, the person receiving the call will immediately notify the chief administrator of the establishment, who in turn will direct all occupants/public stay outside in a safe holding area at least 300 feet away from the building.

The administrator or operator/owner must also notify the PNP ( in case in Metro Manila, NCRPO should be contacted through 117 while in the provinces, contact the Office of the Police Regional Director or the Chief of Police Station or the Fire Protection Services.)
In the mean time that the PNP elements are being awaited, security officer/guards should secure all entrances of the building to prevent any person from entering the building.
If more than one threat is made in a month, the administrator, operator/owner should make arrangement with the telephone company to monitor and trace the telephone calls for a period of time.

The administrator or operator/owner should be made available, if requested by the PNP elements, personnel to assist in the search for the bomb.
Never allow anybody or any person to get inside of the building unless declared safe by the bomb disposal team.

WHAT TO DO IN CASE A BOMB OR SUSPECTED BOMB IS LOCATED?

Do not touch or move unknown objects.
Move away ( at least 300 feet ) from the bomb.

STAY CALM

TAKE PROPER PRECAUTIONS AT HOME AND AT WORK

REPORT INCIDENTS OR INFORMATION TO 117 IMMEDIATELY

ORGANIZE AND MOBILIZE MONITORING GROUPS IN YOUR NEIGHBORHOOD AND IN YOUR WORKPLACE

NEUTRALIZE RUMORS OR UNVERIFIED REPORTS RECEIVED THROUGH TEXT MESSAGES. DELETE, DO NOT FORWARD

GET BACK TO NORMAL ROUTINE; BUSINESS AS USUAL POSSIBLE
