MEMORANDUM CIRCULAR NO. 11, SERIES OF 1998
REVISED GUIDELINES IN THE ISSUANCE OF EXEMPTION OF THE UNIFIED VEHICULAR VOLUME REDUCTION PROGRAM (UVVRP) AS PROVIDE D FOR UNDER MMDA REGULATION 96-005 AND FOR OTHER PURPOSES
In accordance with the agreements reached during the TRAFIMM meeting dated 07 August 1998 and pursuant to section 3 of MMDA Regulation 96-005 empowering the Chairman, MMDA to grant additional exemptions, the new guidelines on the issuance of UVVRP exemptions are, as follows:
a) Cargo trucks and other heavy vehicles, whether empty of loaded having a gross capacity weight of more than 4,500 kilograms, bearing place classifications “S”, “T”, “TC”, “TH”, “TRLB”, “HHB”, and “TRJ”, including lorries, vans and tankers as defined in Sec.2 of MMC Ordinance No. 78-04, as amended, shall continue to be covered by MMA Ordinance No.5, Series of 1994 or the truck ban.
b) Ambulance and fire trucks whether government or privately owned, police patrol cars, military vehicles with permanent markings signifying the vehicles as such,
c) Vehicles commandeered by the government directed by a person in authority or his agent/or by a medical practitioner for military relief or emergency purposes.
d) Vehicles carrying person/s needing immediate medical attention.
e) Diplomatic vehicles with diplomatic plates including vehicles brought in for use by foreign dignitaries.
f) Government vehicles with government plates or appropriate LTO tickets and/or marking expressly showing the name of the agency or office provided that a duly approved itinerary of travel or trip ticket is carried and ready for presentation upon request of an authorize MMDA traffic officer. Vehicles bearing security plates are likewise exempted, provided that a duly approved itinerary of travel or trip ticket is presented in addition to the registration papers indicating that the subject vehicle is government-owned.
g) Duly enfranchised school buses and company shuttle service vehicles with appropriate LTO tickets and/or marking whether owned or leased. School buses issued provincial authority by the LTFRB are also exempted. Company shuttle service vehicles are those ferrying employees for free.
h) Official media vehicles with corresponding marking expressly showing the official name and logo of the media firm and duly registered under the said company as evidenced by valid registration papers.
Vehicles privately-owned and being utilized by media personalities on official duties as attested by concern publisher/editor/station manager are likewise exempted provided that a sign board, indicating thereon the media establishment represented, conspicuously displayed on the vehicle.
i) Tow trucks duly accredited by MMDA as provided under MMC Ordinance 78-03, as amended. Accredited tow trucks driver must always bring accreditation papers for presentation upon request by authorized MMDA traffic officer.
j) Vehicles loaded with the following perishable goods in commercial quantity:
i. fresh vegetables, fresh fruits, and fresh flowers
ii. raw meat, fresh sea foods
iii. ice products (ice cream and similar products)
iv. baked products with shelf life of 24 hours
v. medicine/vaccine expiring within 24 hours
vi. cooked food (catering)
k) Vehicles used by medical practitioners on the way to respond to the emergency. These medical practitioners are required to present valid IDs. Coordination with Metro base is requested.
l) Vehicles on a mission to carry relief goods to identified calamity or highly depressed areas.
m) Vehicles owned by and registered under one (1) owner having license plates which are banned on the same day may be assigned another ban day lieu of the original ban day.
n) The exemption granted to motorcycles under MMDA Memorandum Circular 96-005-B dated April 30, 1998 is hereby revalidated.
o) Emergency service vehicles of power and water companies on a limited basis only.
p) Partial exemption for vehicles of international messengerial service companies (i.e. FEDEX, DHL)
q) Tourism vehicles duly accredited by the Department of Tourism including DOT accredited metered taxis and taxis having valid contract with the NAIA Authority that are on official function (i.e. with tourist on board or on the way to pick up tourist in which case a valid trip ticket will have to be presented to avoid apprehension).
r) Vehicles carrying/utilized by a person undergoing medical therapy and regular treatment for certain ailments as certified by a doctor of a hospital/medicine clinic.
s) One-day exemption on a case to case basis as warranted by circumstances. Request for exemption of this nature should be made one (1) day before the day a vehicle is needed to be exempt.
t) The Memorandum of Agreement dated July 15, 1996 providing partial exemption to members of the Integrated Metro Bus Operators Association, Provincial Bus Operators Association of the Philippines and the Southern Luzon Bus Operators Association is hereby revalidated. Members of these organizations shall be issued corresponding stickers accordingly.
Truck ban exemptions are not provided under the truck ban ordinance. In lieu thereof, conduct passes are issued on a limited basis to the following:
1) Heavy vehicles delivering petroleum products.
2) Heavy vehicles undertaking international messengerial services.
3) Heavy vehicles utilized as garbage trucks.
4) Emergency heavy vehicles of power and water companies.
5) Heavy vehicles being utilized by the government in the construction of flagship projects as identified by MMDA and subject to the issuance of a valid certification and a valid trip pass by the government authority concerned (DPWH, DOTC, LGUs, PEA etc. as the case may be)
6) Heavy vehicles carrying/delivering perishable goods enumerated under item (j) in commercial quantity.
Pursuant to this Memorandum Circular, except for those vehicles provided for under letters a, b, c, d, f, i, k, n, and t, the MMDA shall issue exemption certificates and conduct passes in a prescribed original form duly signed by the MMDA Chairman who is vested the sole authority to grant exemptions under Sec.3 of MMDA Regulation 96-005 unless otherwise stated herein. Based on the TRAFIMM guidelines, the Chairman, MMDA may issue additional UVVRP exemptions based on highly exceptional circumstances.
It is hereby directed that vehicles with valid conduction stickers shall be treated as though the said conduction sticker is a license plate. Thus the ending numbers of the conduction sticker shall be used as basis in the enforcement of the UVVRP Regulation. Those with expired/invalid conduction sticker shall be penalized under applicable rules and regulations.
Fees shall be paid for these exemptions in accordance with MMDA Resolution No. 98-006 & 98-006-A dated October 15, 1998.

This supersedes Memorandum Circular 96-005A dated 26 July 1996 and Memorandum Circular 96-005B dated 30 April 1998. Accordingly, all exemptions issued in accordance with the two (2) previously mentioned Memorandum Circulars and those issued prior to July 1, 1998 are hereby revoked.
